Programming FreeForm/104 M25P40 SPI flash with ISE 14.3 (all in range 14.2-14.4) causes the following error:
“Device has exceeded the allocated time” failure when running indirect programming with Micron M25P SPI Flash devices”
This is issue acknowledge by Xilinx, and is expected to be resolved in ISE14.5. The recommended path is to use ISE13.4
